The redevelopment of this commercial site within the Green Belt and outside the settlement boundary with a purely residential scheme posed a huge number of problems, not least that in policy terms at all levels it is inappropriate development and very special circumstances need to apply. Alpha Planning represented Imperial Interiors in the submission of their planning application, which sought outline planning permission for the demolition of an existing building used as offices and the erection of nine self-contained flats.

Supporting documentation provided by Alpha Planning identified that very special circumstances would prevail in this redevelopment.

 

 
 

These circumstances included environmental and visual improvements, a better quality design and a sustainable form of development, providing a high density scheme on a brownfield site that is accessible by alternative modes of transport. In terms of the openness of the Green Belt, the proposal was considered to have a neutral impact. These material considerations were accorded sufficient weight by the Council to set aside the normal presumption against new housing development in the open countryside. As a result, outline consent was granted, subject to a Section 106 Agreement. We continued to provide advice and negotiation during the drawing up of the S106 Agreement, and liaised with solicitors and Council Officers.
