Alpha Planning won the appeal for the change of use of a retail unit to an all-seater cafe / bar (class A3) of 100 covers in Moorland Road, Bath. Bath & North East Somerset Council had refused permission on the grounds that an additional A3 use would be harmful to the vitality and viability of a designated suburban shopping centre.
As part of the appeal submission, we undertook a detailed shopping survey of the centre, and produced graphics to support our findings that the proportion of retail to non-retail units was acceptable and retained a healthy diversity of uses with the appeal proposal.
